Born on March 26, 1974, in the South Kazakhstan Region.
He is a graduate of the Saken Seifullin Akmola Agricultural Institute (1996) and the Kazakh Humanitarian and Law University (2003).
He holds degrees in Economics and Management, as well as in Law, and holds a PhD in Economics.
Professional Experience:
•1996–2000: Accountant and economist in commercial organizations
•2000–2002: Senior and lead controller-auditor at the Department for Budget Procedure Control of the Ministry of Finance
•2002–2006: Referent, consultant, chief expert, and head of a sector within the Administrative Office of the President of the Republic of Kazakhstan
•2006–2007: Director of the municipal enterprise «Zhylu» under the Akimat of the city of Astana
•2007–2010: Deputy Director of the Budget Department, Deputy Director of the Finance Department, and Deputy Chairman of the Committee of Science of the Ministry of Education and Science
•2010–2011: Head of Department at the National Security Committee
•2011–2013: Deputy Head of the Socio-Economic Department in the Office of the Prime Minister
•2013–2015: Akim (Mayor) of the city of Shymkent
•2015–2017: First Deputy Akim of the South Kazakhstan Region
•2018–2019: Member of the Senate of the Parliament of the Republic of Kazakhstan
